On December 1st, two significant local newspapers ran a public tender advertisement for the PSL TV Broadcast media rights for 2022-2023. Technically qualified bidders were required to submit financial proposals specifying their aggregate offer for two years (2022 and 2023).

Both IMC, the parent company of GEO, and ARY Communications Pvt. Ltd, Pakistan Television Corporation Limited (PTCL), and the consortium that owns Pakistan Television Corporation Limited submitted bids for the project. PCB officials were questioned about Pakistan Television corporation’s decision to affiliate themselves with the ARY network just before announcing the reserve price set by the PCB. It was recommended by the PCB that this question be sent to the PTVC, as they would be in the greatest position to respond.

Before the PCB declared the Reserve Price and opened the sealed financial offers, bidders were asked whether they had any additional issues or objections. Both bidders agreed to proceed with the bidding procedure without further discussion. In the presence of both bidders, the PCB announced the Reserve Price of PKR 3.584 billion for two years.

ARY and its representative PTVC’s noted that their financial offer, as specified in the earlier submitted Financial Proposal document, was for one year. It was requested that its value be considered doubled before the financial offers could be opened. At this late stage, the PCB told the ARY/PTVC representative that a verbal request for alterations to the sealed financial proposal would not be accepted. As a result, the request was denied, and the bidders agreed with this judgment.

Broadcasting Rights to the PSL 7 Production:

Sports and PTV Sports have signed a USD 24 million deal with the PSL. Pakistan cricket’s biggest product, which inspires thousands of young people to take up the sport, should be valued by the cooperation between ARY and PTV.

The bidders’ financial bids were examined, and the following information was discovered:

  • IMC = 3,360,000,000 Pakistani rupees for the total rights fee.
  • An estimated PKR2,108,786,786 in total fees = The Reserve Price of PKR3.584 billion, set by the PCB, was not fulfilled by either bidder.
